Vision fuel pressure is 51 psi.

I wrote them and asked about the 50 psi. Here is what they said

If you do not change the regulator, the pump kit stays at 50psi, since the pump itself does not determine final pressure

I'm missing something here-I know you can use a regulator to control a higher pressure down to the required 50 PSI but how will a 39 psi pump ever get above 39 PSI ?

39 psi is just that. It doesn't go higher
