How do you know when a turn signal relay is bad? And can you for sure get a replacement from a auto parts store??

The relay supplies the ground to the center taillights. If the relay is not operating the center taillight will stay lit when the corosponding signal is on. You can check the relay by switching sides with the other. I have no idea what NAPA charges for them, if they are pricey and it checks out you need one, PM me. I have a few collecting dust in the garage.

napa's price was $9 but that wasnt the problem... =( what is happening is, you turn the turn signal to either direction and it flashed 1-2 times then goes out. and sometimes it doesnt flash at all...

Now you have a whole host of possibilities. The easiest is the obvious 'check, clean, and tighten all the contacts and connections to the switch, auto cancel/flasher (depending on year) and engine sensor connections. If that doesn't help, then starts the crap shoot. Could be the auto cancel module/flasher module, or a bad sensor telling it to cancel early.

The 2009/2011 flasher is pricey and the 2008 auto cancel is ridiculous. Before I laid out that kind of coin I would find someone nearby with the same system and try their module.

All this above is assuming you haven't switched out to LEDs and have insufficient or bad resistance.
