Besides HMD, does anyone know of a solution for a 2011 Vision Tour to bring the handlebars about 2" or so closer to the driver.

Yep-I am vertically challenged.

DO NOT ORDER THE BARS FROM ARIZONA VISION!!

I ordered a set (nearly 500 with shipping) They will not work on a vision, they will not go lock to lock. Having said that, Arizona victory was solid, they refunded money and shipping two ways. I would not hesitate to do business with them again. i bought a set of 2"under bars on ebay and made my own 2"over bars. not that hard.
building my second set this week I will post pics.

I did sit on Mike's bike with the pull back bars and did like the way they felt. Did not try to go lock to lock.

Another route may be a seat modification. I reshaped and reupholstered the passenger seat area on mine to get rid of the feeling that my passenger is being pushed forward. It's better now, but next, I'm going to reshape the drivers portion.

My plan is to modify the back rest area of the seat to push me forward about an inch or so plus increase the angle of the back to a more upright angle. This combination should bring me a little closer to the bars plus give her about 2 or 3 more inches of room in the back.

Agreed. I love my back rest. When I'm riding by myself, it's fantastic. I have the Victory backrest BTW. I typically have it cranked as far forward as it will go, and that equates to about 1.5" - 2" forward of the top of the seat.

The thing is, I wouldn't want that backrest support bumping my crotch if I ever had to ride in back. Modifying the seat should push me a bit closer to the bars and give me a bit more back support when riding two up. The important thing about it for me is that it should make it much more comfortable for her.

I'm only 5'10" but have a 33" inseam.

Can't really tell from catalog pics how the Victory stem intrudes on the passenger.
Wife hops on and says the Utopia doesn't bother her a bit and she LOVES the zippered pouch on the back for stashing her goodies.

And now, back to handlebars!

You make a good point there, people are not built alike.  I am 6' but only have a 31" inseam and when I used to ride the GL1800 Goldwing all the magazine reviewers always mentioned how they had to look through the stock windshield and I NEVER had that problem, even in it's highest setting I still could easily look over the windshield which shows my height is in my torso and arms.  On my Vision I have the Victory 2" taller than stock windshield and I can still look over it if I really want to with no problem and probably even easier once I install my Utopia backrest.

As far as the handlebars go, I like my stock ones just fine but then that is simply my preference.

Spider this this on - I am very interested in these http://www.hmd520.com/category/VISION-PARTS-18 they say 2 back and 1 up. Went out and sat on the bike, and with incrediable guess work - should be right on the money for me

I was debating between HMD pullbacks and they utopia backrest. My thought was, save some $ and try the backrest and see if that helps with the discomfort between the shoulder blades. If the backrest did not make the discomfort go away then I would buy the pullbacks. The uptopia backrest fixed the discomfort.

The '11's have different bars that cover tops of the fork tubes making it difficult to lower the front by just sliding the tubes up. What about a plate that bolts to the bars and then has another set of holes 2" fwd that bolts to the top tree? This gets the bars back 2" and also uncovers the fork tubes for lowering. Just conjuring here, need to measure the clearance of increased swing. Are the stock lines and cables ok with 2"?
