I ride in the 2,700-3,100 RPM range. I feel lots of surging in the 1st-3rd gears. The only way I can describe it is you are cruising along and there is some good smooth power, now its gone, its back, its gone, its back, its gone, etc....My Honda's & Kawasaki's have never done this. This is with the throttle in the exact same position, same RPM. I have had every service done at every interval. I don't think there is anything wrong outside of what Victory put out.

If I installed Lloyd's diffuser & the VFC III, would this dissapear? Is this an EPA thing? I don't ever go above 4,000 RPM, and I am keeping stock pipes (Level 0, stage 0 ?).

If this would be a good thing for me, who is having a 4th of July sale?

I'm no expert but my guess would be that the surging may be caused by the O2 sensors and the closed loop system doing their thing, together.

Adding a reprogramming device that recommends disabling the O2 sensors may help with your surging.

I would clean and refasten everything in your "Control Loop" i.e. battery and alternator connections, throttle cable, etc. I have had the bike start surging one time in cruise after about 2 hours in the heat. Ultimately I followed the service manual steps to zero the cruise control to fix it.

Yes the VFC lll will cure surging at the lower speeds. You don't have to do any thing else with it if you want to keep your stock exhaust.
