Blow the locks off with compressed air and spray some dry graphite in and around the locks if your bags see a lot of dust.

The graphite is what caused mine to give me trouble it got wet and was a huge mess in there. I used wd and air to get as much of graphite out that I could and then used silicone spray. Now I just spray them with silicone couple times a year and no problems now.

WD-40 isn't much of a lube... it makes a much better solvent. I would us the WD-40 to clean out the pins and tumblers in the lock, immediately followed by a light machine oil or just about any decent liquid gun lube, even CLP. The WD-40 will effectively wick the proper lube into the lock internals. WD-40 has many uses, but lubricating dry metal and protecting steel from rusting are not what I would use the stuff for. Typically I use it to free frozen metal parts, but I always follow it with a proper lubricant.

I mostly used graphite powder in locks until a good locksmith friend gave me a 1/2 can of Houdini that he swears by and I can't argue with the results-good stuff and will last you for ever unless your a locksmith.

You can also use spray white lithium grease from big box store it lubes and repells dirt. I use it in the locks and the worm gear for the windshield.

One of the best things I've ever used that doesn't attract dirt is called Metal Protector made by Amsoil.
