I would say so too.

Dyno results of the Honda GL1800 and BMW K1600GTL (the two closest competitors to the Vision IMHO) as reported by Cycle World:

Honda Goldwing GL1800 95.6 HP @ 5300 RPM and 104.2 TQ @ 4100 RPM.
BMW K1600GTL 132.78 HP @ 7800 RPM and 112.27 TQ @ 5200 RPM.

That 116 soundly trounces the Honda (but the stock 106 with VM1 cams does that too) and would make a very interesting race against the BMW.

For real world context, the Vision turns 2270 RPM @ 60 MPH, the Honda turns 2550 RPM @ 60 MPH, and the BMW turns 2750 RPM @ 60 MPH in high gear.

In a drag race, I would bet on the BMW too--BUT--the BMW pilot had better be on his toes or he could be in for a surprise. The PWRs indicate only about 1/2 second difference in quarter mile times if both riders do their absolute best. The race could go to either rider depending on how well they do their jobs of riding (and launching and shifting at the right times).

In the real world, everyday riding, passing slow traffic, the BMW will probably have to be a gear lower than the Vision to keep up, especially if they start from a low speed (like 50 MPH) in a high gear.

As I said, it would be an interesting race. The BMW should win, by a little, but it's not a given. It's close enough that comparative rider weights will be a big factor in the outcome.

I have never been around the 116, but a friend did have a GTL that could just destroy my cammed Vision. I have never checked it out, but I am guessing the Vision out weighs the GTL too. Even with a better rider on the Vision, I would still say the GTL will take it, that thing really hooks up and takes off. I was pretty impressed with it, so much so I have been considering one for the stable. I would never trade one of the Visions for it though.

I don't doubt for a minute that the GTL could run away from your cammed Vision. It is a good 100 pounds lighter than a Vision with a trunk, and has probably 20 more horsepower than our cammed Visions.

This 116 that Rylan put together is in another category.

The Vision is still heavier, but the torque comes on at a lower RPM than the GTL, which is why I qualified my comments with references to low speeds and higher gears at the beginning of a passing maneuver, such as getting around two or three slow trucks in a row, going up a two lane mountain road. This 116 Vision will be right there with the BMW when you both drop to 5th gear and whack the throttle open at 50 MPH, as you go around the trucks. Look at the torque curves and the gearing. I'm impressed.

The BMW crosses the 100 FT/LBS mark at 55 MPH in 5th gear on the way to a peak torque of 112 FT/LBS.
The 116 Vision crosses the 100 FT/LBS mark at 53 MPH on the way up to 136 FT/LBS.
Both are running about 94-95 MPH when they hit their respective peaks.
The BMW is a little lighter. The Vision is putting down 24 FT/LBS more torque on the way up to 95 MPH in 5th gear. The gearing differences make them come out about equal--close enough that overall weight of bikes and riders will make the difference.
It should be an interesting race.

I'm not trying to degrade the GTL. It is an impressive machine. I'm just impressed how close this 116 of Rylan's comes to the performance of the GTL.

The only place we were even close was from a dead stop for the first 20 ft or so, once he got his r's up he was gone. When we would do rolling starts various gears he certainly preferred to have the higher rpm's going and I could sometimes stay with him for a few feet so pretty much follows up what you are saying. When we would go to passing quickly he dropped gears to get the r's up first and then was gone in a flash. Like you said it probably would be an interesting race, I would still put a dollar on the GTL though. Also the GTL is stock and the Vision is heavily modified, wonder what they could do to the GTL?

I would sure like to take one of the 116 Visions for a spin, might even be convinced to do something with one of mine. More power almost always equals more fun.
