no its easy. But you have to pull the exhaust. Automobile electric shop can rebuild it better then stock. The inside might just need a cleaning and new brushes.

Search the internet for starter brushes for Victory starter brushes. I disagree with the above though. To remove the starter you must remove some lower bodywork, foot controls, some wires, and then the entire exhaust system which may be complicated by miles of not being removed before. IJS.
